The Treaty of Teotihuacan
2000-2020
IZCALLI ABYA YALA
YOHUALPAPALOTL
22 September 2020
Equinox
Throughout the length and breadth of our continent the Great Turtle Island Abya Yala, within every heart of our Indigenous Peoples and with all the power of a collective cultural consciousness as Original Nations of Mother Earth, the call for liberation and healing is heard and felt.
Although we are all living under the horizon of the present Covid-19 pandemic, even under conditions of oppression and pain, the will of our Indigenous Peoples to continue on our cultural journey as Original Nations of Mother Earth is indomitable. We live under threat and with hope.
The struggles of our ancestors continue to resound. The ancestral memory of humanity, the legacy of the Indigenous Peoples of the world strengthens us and gives us a mandate. The emergence of a new sun, the arrival of a moment of equilibrium even amidst the climate chaos crisis, the generational struggle against institutionalized injustices, colonization, genocide and terracide, calls us to synchronize ourselves in an agenda of self-determination and healing as Original Nations of Mother Earth.
It is time to pierce the mantle of darkness and pathology of a system of relationships between human beings and the natural world of Mother Earth that has led us all to the climate crisis which has overwhelmed the planet. The Covid-19 pandemic has its origin in the deforestation caused by the overextension of the human habitat of domination over the other life forms of the earth. The loss of a common consciousness among all human beings as being integral and responsible to the laws of the natural world is the root of the problem.
But
the power of equilibrium is not lost. It is simply that the collective
consciousness of humanity has become disoriented with a geopolitical, economic
and social model that pretends to be dominant of nature, reducing us to being
consumers of the goods of Mother Earth instead of being her respectful children.
The schema of materialism is a psychological pathology that produces fragmented
and maladaptive social relationships, not synchronized with the rhythms of
Mother Earth and the cosmos.
Therefore, with the intention of emerging from this planetary pathology, not in
a utopia of the future, but in the reality of the day, the Original Nations of
the Great Turtle Island Abya Yala call for the collective and
synchronized reaffirmation of the Treaty of Teotihuacan which was
proclaimed from the First Continental Indigenous Summit in Mexico in the
year 2000.
In the First Indigenous Summit of Teotihuacan 2000, the Treaty of Teotihuacan was ratified in traditional ceremony and protocol, proclaiming before the world and before the Indigenous Peoples of the continent an international pact with four areas of mutual commitment:
1. Spiritual Alliance
2. Political Solidarity
3. Continental Cultural Complementarity
4. Economic Linkages – Projects of Indigenous Trade and Commerce
Since the First Continental Summit of Teotihuacan 2000, four continental summits have been held in fulfillment of these principles of mutual commitment as Indigenous Peoples of the continent.
First Continental Indigenous Summit - Teotihuacan, Mexico 2000
Second Continental Summit Abya Yala - Quito, Ecuador 2004
Third Continental Summit Abya Yala - Iximché, Guatemala 2007
Fourth Continental Summit Abya Yala - Puno, Peru 2009
Fifth Continental Summit Abya Yala - Cauca, Colombia 2013

2020 Izcalli Abya Yala 2020
Spring - Equinox - Autumn
March 21 - September 22
The 2020 Izcalli Abya Yala 2020 is not a call for yet another summit or one more encounter. It is the conscious and collective realization of the cosmetric rhythms of eventuality that underlie the natural world.
The Treaty of Teotihuacan
Fundamentals of International Law of the Original Nations
of the
Great Turtle Island Abya Yala
Confederation of the Eagle and Condor
Pachacutic Kundur Anka
Jurisgenesis
Jurisprudence
Jurisdiction
Judgment
Each legal principle has its application and its exercise at four complementary levels of understanding:
Local-Regional: Continental-Global
Each legal principle has its application and its exercise in harmony with the cosmetric cycles of the generations and regenerations (7) of humanity as a whole.
Without responsibility, there is no right.
As Original Nations, the fundamental international legal principle is the collective responsibility as defenders of the
Territorial Integrity of Mother Earth

Jurisgenesis:
Law of Origin, Great Law
The conceptual context of any social project is the cultural worldview of its constituents: the cosmovision. This is the grammar and master narrative which gives birth to social identity in historical and mythical terms. From this genesis emerges language, psychology, philosophy, spirituality, science: the norms and corresponding system of law of the culture, taken altogether -jurisgenesis.
Jurisprudence
The Tradition
Emerging from our Creation Stories, through the generations, through the ages, jurisgenesis produces the standards and rules of social behavior and iterations of the consequences of their violation. The jurisprudence of the Peoples is established and formalized.
Jurisdiction
The Blue Line
The biometric measure of responsibility of the Original Nations rooted in their ancestral territories and watersheds as defenders of the
Territorial Integrity of Mother Earth.

2020 IZCALLI ABYA YALA 2020
Before arriving in Teotihuacan in 2000 to convene the First Continental Indigenous Summit, there had been two previous Continental Encounters in preparation and of organizational commitment. The First Indigenous Continental Encounter was held in Quito, Ecuador in 1990 and the second in Temoaya, Mexico in 1993.
After 30 years, the intention of joining forces at the level of the continent as Indigenous Peoples has matured and extended to other continents of Mother Earth. In 1990, the terms "Indians" of "America" were still used in the political pronouncements, while today the naming of the Great Turtle Island Abya Yala has been consolidated as a common reference for our continent. It has been understood that in our diversity, as the Original Nations of Indigenous Peoples of the continent, a common reference in geographical terms for our continent is necessary, if we intend to journey collectively in the struggle of Self Determination of our Indigenous Peoples. We cannot formulate a geopolitical agenda of liberation in geographical terms and cultural concepts that have been imposed by colonization.
If we intend to realize and implement a geopolitical agenda of self-determination for the Original Nations of Indigenous Peoples of Abya Yala, a necessary instrument of coordination will be a common indigenous calendar that allows us to synchronize and coordinate our actions and social movements in accord with our own geopolitical context, and with a coherent geospatial strategy.
The intention of the 2020 Izcalli Abya Yala 2020 is to give birth to this tradition, based on the jurisgenesis, jurisprudence, jurisdiction, and judgment of each of one of our Indigenous Peoples in diversity and totality. The intention is to correlate the two Butterfly Suns (Equinoxes) of each solar cycle with the diverse calendrical systems of each culture and tradition of the Original Nations of Indigenous Peoples.
We have established a multilateral presence integrated into the international processes that should be collectively evaluated at the continental level as Indigenous Peoples, equal to all other peoples. From now on there is a platform and geopolitical context of our own making that we have defined and created ourselves, not the states, which can serve as a permanent root for the international work of our cause. As a precept of the concept of self-determination, our power of self-definition must be indomitable.
If we take advantage of this space established in the international arena with the complementary strategy established under the TREATY of TEOTIHUACAN, the gathering of strength as Original Nations of the continent is inevitable.
In the First Continental Indigenous Summit of Teotihuacan Mexico 2000, it was also discussed, it was proposed and was ratified by consensus by all the organizations, Peoples and Nations present that we would implement our indigenous intercontinental communications in a dual manner: via modern means of technology and through use of the Sacred Fire.
What comes, comes now.
