TRIBUNAL DE CONCIENCIA INTERNACIONAL SOBRE CAMBIO CLIMATICO,
DEFENSA DE LA TIERRA Y LA BIODIVERSIDAD
2.- La crisis que vive el modelo económico, sus
instituciones políticas y constitucionales del Estado de Chile y que se han
puesto en evidencia desde el 18 de octubre mediante manifestaciones públicas y
el gobierno ha respondido medidas excepcionales de Estado de Emergencia, Toque
de Queda y que se han traducido en detenciones arbitrarias, actos abusivos y represivos,
torturas, ejecuciones extrajudiciales, violando el derecho a la vida.
Los hechos mencionados no deben llevar al Pueblo Chileno, a
los Pueblos Indígenas y a la comunidad internacional a desentenderse de las
responsabilidades que nos asisten en las urgentes medidas que se deben tomar
para salvaguardar la tierra y sus recursos, la biodiversidad y los ecosistemas
que están irreparablemente amenazados.
3.- Las
organizaciones de los Pueblos Indígenas bajo el principio y el derecho a la
libre determinación realizaremos el TRIBUNAL DE CONCIENCIA INTERNACIONAL SOBRE
CAMBIO CLIMATICO, DEFENSA DE LA TIERRA Y LA BIODIVERSIDAD.
4.- En el marco
de la COP25 DE LOS PUEBLOS Y COP25 DE LOS PUEBLOS INDIGENAS, tomaremos las
acciones correspondientes para ayudar a mitigar la Emergencia Climática, la
Defensa de la Tierra y la Biodiversidad. A partir de la realización del evento
interpelaremos al gobierno de Chile y a los gobiernos del mundo a que cumplan
sus compromisos internacionales establecidos en la Convención Marco de Naciones
Unidas sobre Cambio Climático, el Protocolo de Kyoto, la Convención de
Diversidad Biológica, el Protocolo de Nagoya y el Acuerdo de París entre otros.
5.- Subrayamos
que los Pueblos Indígenas y sus culturas están fundadas en la tierra y la
biodiversidad y por tanto, sus culturas representan una herramienta para ayudar
a mitigar la Emergencia Climática, el uso sustentable y sostenido de los
recursos renovables y no renovable.
6.- Llamamos al
Pueblo Chileno y a sus diversas organizaciones políticas y sociales a
participar activamente en la COP25 de los Pueblos y la COP25 de los Pueblos
Indígenas.
7.- Llamamos a los Pueblos Indígenas del mundo a participar
activamente del Tribunal de Conciencia Internacional sobre Cambio Climático, la
Defensa de la Tierra y la Biodiversidad presentando sus respectivos casos que
amenazan sus territorios, culturas y sus vidas comunitarias.
8.- Asimismo, invitaremos a los gobiernos amigos a que
participen de dicho evento y tomen conocimiento de las recomendaciones que se
adoptaran en la COP25 de los Pueblos y COP25 de los Pueblos Indígenas.

1) We regret the decision of the Government of Chile to suspend the realization of UN Conference of the Parties COP25. Given this situation we have made the firm decision to carry out COP25 OF THE PEOPLES and COP25 OF THE INDIGENOUS PEOPLES, taking into account that the consequences of Global Warming or Climate Change constitutes a commitment of all Indigenous Peoples and of all Peoples of the earth, as a definite responsibility of the entire international community without exclusion.
2) The crisis the current economic model is experiencing with the political and constitutional institutions of the State of Chile that have been made evident since October 18 when mass public demonstrations of protest began and to which the government has responded with exceptional measures of declarations of State of Emergency and State of Siege has resulted in arbitrary detentions, abusive and repressive acts, torture, extrajudicial executions, and violations of the right to life.
The aforementioned events should not lead the Chilean People, Indigenous Peoples and the international community to disregard the responsibilities that we carry in the urgency of measures that must be taken to safeguard the land and its resources, biodiversity and ecosystems that are being irreparably threatened.
3) The organizations of the Indigenous Peoples under the principle and the right of self-determination will realize the INTERNATIONAL TRIBUNAL of CONSCIENCE on CLIMATE CHANGE, DEFENSE of MOTHER EARTH and BIODIVERSITY.
4) Within the framework of COP25 OF THE PEOPLES AND COP25 OF THE INDIGENOUS PEOPLES, we will take the corresponding actions to help mitigate the Climate Emergency, the Defense of the Earth and the Biodiversity. In consequence to the event, we will challenge the Chilean government and the governments of the world to fulfill their international commitments established in the United Nations Framework Convention on Climate Change, the Kyoto Protocol, the Convention on Biological Diversity, the Nagoya Protocol and the Paris Agreement among others.
5) We emphasize that Indigenous Peoples and their cultures are based on an integral relationship with the land and its biodiversity and therefore, their cultures represent a critical tool to help mitigate the Climate Emergency, the sustainable and sustained use of renewable and non-renewable resources.
6) We call on the Chilean People and their various political and social organizations to actively participate in the COP25 of the Peoples and the COP25 of the Indigenous Peoples.
7) We call on the Indigenous Peoples of the world to actively participate in the INTERNATIONAL TRIBUNAL of CONSCIENCE on CLIMATE CHANGE, DEFENSE of MOTHER EARTH and BIODIVERSITY presenting their respective cases that threaten their territories, cultures and their community lives.
8) Likewise, we will invite the friendly governments to participate in this event and become aware of the recommendations that will be adopted at the COP25 of the Peoples and COP25 of the Indigenous Peoples.
