Congreso Mapuche: Posicion Politica y los Derechos del Pueblo Mapuche

CONGRESO MAPUCHE: CONOCER, ANALIZAR Y FIJAR UNA POSICION POLITICA COMUN SOBRE "NUEVA CONSTITUCION POLITICA CHILENA" Y LOS DERECHOS DEL PUEBLO MAPUCHE.

 

 

1.- El Movimiento por la Autodeterminación, convoca a un "Congreso Mapuche" para el día jueves 30 de junio 2022, en la ciudad de Temuco/ Wallmapuche que, tiene por objeto conocer, analizar y fijar una posición política común sobre los artículos relativos al Pueblo Mapuche y sus derechos, en la "Nueva Constitución Política Chilena".

 

2.- El Congreso, exigirá la realización de un "Plebiscito Adicional". Bajo los mismos criterios, principios y procedimientos constitucionales que se establecieron los "Escaños Reservados", considerando que se constituyó mediante una "modificación constitucional" de carácter "especial", o "adicional" para participar y cautelar de manera especifica los "derechos del Pueblo Mapuche", por lo mismo, seria una abierta contradicción que al momento de ratificar o no los derechos que afectan al Pueblo Mapuche, ahora se imponga arbitrariamente el criterio de "ciudadano comun", o "Chileno en general".

 

3.- Hemos observados que, el texto de la "Nueva Constitución Politica Chilena" se aparta del derecho internacional y anula de manera inexplicable el derecho a la libre determinación de los Pueblos Indígenas que se ha establecido en dos normas del derecho internacional; asimismo, se examinara la "plurinacionalidad" a la luz de la experiencia internacional del Ecuador y Bolivia; el Crimen Genocidio cometido en el contexto de la denominada "Pacificación de la Araucania" que el texto omite; la restitución de la soberania territorial que el estado Chileno transgredio; la restitución de las tierras que fueron objeto de "toma", "ocupación" y "confiscación"; la propiedad intelectual; las actividades de la ingeniera genética, la biotecnología y las farmaceuticas, entre otros derechos.

 

4.- Los participantes del Congreso Mapuche, analizaran las disposiciones de la "Nueva Constitución Politica", bajo las tres herramientas que dispone el Pueblo Mapuche: el "Consentimiento Previo, Libre e Informado"; el "Derecho de Autodeterminación" y el "Estatuto Juridico" que proviene del derecho Internacional que, ha establecido un estandar fundamental sobre los derechos colectivos.

MAPUCHE CONGRESS: KNOW, ANALYZE AND ESTABLISH A COMMON POLITICAL POSITION ON "NEW CHILEAN POLITICAL CONSTITUTION" AND THE RIGHTS OF THE MAPUCHE PEOPLE.

 

1.- The Movement for Self-Determination, convenes a "Mapuche Congress" for Thursday, June 30, 2022, in the city of Temuco/Wallmapuche, whose purpose is to know, analyze and establish a common political position on the relative articles to the Mapuche People and their rights, in the "New Chilean Political Constitution".

 

2.- The Mapuche Congress will demand the holding of an "Additional Plebiscite". Under the same criteria, principles and constitutional procedures that the "Reserved Seats" were established, considering that it was constituted through a "constitutional modification" of a "special" or "additional" nature to specifically participate and protect the "rights of the People Mapuche", for the same reason, it would be an open contradiction that at the moment of ratifying or not the rights that affect the Mapuche People, now the criterion of "common citizen" or "Chilean in general" is arbitrarily imposed.

 

3.- We have observed that the text of the "New Chilean Political Constitution" departs from international law and annuls inexplicably the right to self-determination of Indigenous Peoples that has been established in two norms of international law; likewise, "plurinationality" will be examined in the light of the international experience of Ecuador and Bolivia; the Genocide Crime committed in the context of the so-called "Pacification of Araucania" that the text omits; the restitution of the territorial sovereignty that the Chilean state transgressed; the restitution of the lands that were subject to "taking", "occupation" and "confiscation"; intellectual property; the activities of genetic engineering, biotechnology and pharmaceuticals, among other rights.

 

4.- The Mapuche Congress participants will analyze the provisions of the "New Political Constitution", under the three tools available to the Mapuche People: "Prior, Free and Informed Consent"; the "Right of Self-Determination" and the "Legal Statute" that comes from International Law that has established a fundamental standard on collective rights.
