Mexico: The Fourth Transformation (4T) Government of President Andres Manuel Obrador (AMLO) in Mexico exposed for Fraud and False Promises of Water Delivery Capacity in the Rio Yaqui Territory

FALSE THAT THE DECREE (DISTRICT 018) JUST CAN SEND MORE WATER TO YAQUI TERRITORY.

If all the officials of the self-styled 4T had the courage and professionalism of this lady, it would be something else.

With this participation, Dr. ELENA BURNS Deputy Director General of Water Administration in (CONAGUA) risked her position. Paradoxically, the brave woman, she is the second in command in this institution with a long history of corruption.

In the vitiated process of the discussion for the water rights of the Yaqui Tribe; to say this type of truth is to throw all the scorpion on top; Well, it dismantles all the belief that by magic signing the justice plan returns the land and water historically dispossessed by the colonizing policies of the Mexican State.

Unfortunately, we believe that her sacrifice could be in vain; the complicit silence of secretaries, advisors and the verbiage of other federal officials do not allow a true analysis of the seriousness of what is exposed here.

In this video, the ASSISTANT DIRECTOR demolishes all the arguments that the defenders of the poorly achieved decree creating district 018 want the Yoeme to believe.

It is of no use to those present, with what was signed to renounce the water rights that are protected by the decree of Lazaro Cardenas; to rearrange themselves under the protection of abundant concessions (in theory) that AMLO's new decree promises them; if before, they do not overthrow two previous decrees that allow CONAGUA to arbitrarily and unequally distribute the waters of the Yaqui River basin; to the detriment of the rights of the Yaqui Tribe.

Just as the Cardenista decree protects the Communal right to land and water of the Yoeme; likewise, the rest of the users of the basin rely on the Ruiz Cortinez decree and other legal instruments such as the corrupt national water law.

Then, as long as the Tribe does not force CONAGUA to install meters at the inlets and outlets of the three dams in the basin's dam system, they will never know how much water is the one that corresponds to them starting from the dam of the narrowness until they reach the Oviachi.

What the political operators infiltrated in the justice plan ordered by the president are looking for is to make the Yoeme abandon the legal fight against the Independencia Aqueduct because this puts them under international observance and forces the SCJN to immediately attend to any incident that the Tribe promotes on the issue of water in the entire basin.

Hopefully by now the Deputy Director of CONAGUA will continue in her post and that the secretaries supported by their authorities and troops demand that they jointly develop a strategy on how YES, the right to water that is reflected in the Lazaro Cardenas decree could be made effective.

Telling the truth, up front and with arguments like Dr. Elena Burns did, is what will motivate a real change in the relationship that the president hopes to foster between the Yaqui Tribe and his Fourth Transformation.... or what do you think??

FALSO QUE EL DECRETO (DISTRITO 018) PORSI SOLO PUEDA HACER LLEGAR MÁS AGUA PARA TERRITORIO YAQUI.

Si tod@s l@s funcionari@s de la autodenominada 4T, tuvieran el valor y profesionalismo, de esta señora, otra cosa sería.

Con esta participación ĺa Doctora ELENA BURNS Subdirectora General de Administracion del Agua en (CONAGUA) se jugó su puesto. Paradojicamente la valiente mujer, es la segunda de abordo en esta institución de largo historial de corrupción.

En el proceso viciado de la discusion por los derechos de agua de la Tribu Yaqui; decir este tipo de verdades es echarse todo el alacranero encima; pues desmantela toda la creencia de que por arte de magia firmar el plan de justicia devuelve la tierra y el agua despojada historicamente por las politicas colonizadoras del Estado Mexicano.

Lamentablemente creemos que su sacrificio pudiera ser en vano; el silencio complice de secretarios,asesores y la verborrea de los otros funcionariosFederales no permiten un verdadero analisis de la gravedad de lo aqui expuesto.

En este video la SUBDIRECTORA echa abajo todos los argumentos que los defensores del mal logrado decreto de creacion del distrito 018 quiere hacer  creer a los Yoeme.

De nada le sirve a los ahí presentes, con lo firmado renunciar a los derechos de agua que se amparan en el decreto de Lazaro Cardenas; para reacomodarse al amparo de abundantes  conseciones (en teoria) que les promete el nuevo decreto de AMLO ; si antes, no echan abajo dos decretos anteriores que permiten a CONAGUA distribuir arbitraria e inequitativamente las aguas de la cuenca del Rio Yaqui ; en perjuicio de los derechos de la Tribu Yaqui.

Asi como el decreto Cardenista ampara el derecho Comunal a la tierra y al agua de los Yoemes; asi mismo, el resto de usuarios de la cuenca se amparan en el decreto de Ruiz Cortinez y otros instrumentos legales como la corrupta ley de aguas nacionales.

Luego entonces, mientras la Tribu no obligue a CONAGUA a instalar medidores en las entradas y salidas de las tres presas del sistema de presas de la cuenca; nunca sabran cuanta agua es la que les corresponde partiendo de la presa de la angostura hasta llegar al Oviachi.

Lo que buscan los operadores politicos infiltrados en el plan de justicia ordenado por el presidente es hacer que los Yoemes abandonen la lucha legal contra el Acueducto Independencia porque esto los pone en observancia internacional y obliga a la SCJN a atender inmediatamente cualquier incidente que promueva la Tribu en el tema del agua de la cuenca completa.

Ojalá que para estas horas la Subdirectora de CONAGUA siga en su puesto y que los secretarios apoyados por sus autoridades y tropa le exijan en conjunto desarrollar una estrategia de como si se podria hacer efectivo el derecho de agua que se plasma en el decreto de Lazaro Cardenas.

Decir la verdad, de frente y con argumentos como lo hizo la Doctora Elena Burns es lo que va motivar un verdadero cambio en la relacion que espera fomentar el presidente entre la Tribu Yaqui y su Cuarta Transformacion....o ustedes que opinan? Se atreverá la comision presidencial sugerir, al presidente Andres Manuel Lopez Obrador echar abajo el decreto de Ruiz Cortinez???
