Pueblos Originarias del Continente Abya Yala, exigen libertad inmediata al defensor del territorio y la vida Feliciano Valencia.

Reunidos en el Territorio Lenape , Philadelphia, Pennsylvania, Estados Unidos, la Comisión Continental Abya Yala de DESMANTELAMIENTO de la DOCTRINA de DESCUBRIMIENTO a propósito de la visita de su Santidad Francisco a esta ciudad, los presentes expresamos nuestra solidaridad con los pueblos indígenas de Colombia y en particular al pueblo Nasa del Departamento del Cauca.

Esta Comisión Continental del Abya Yala compuesta por legaciones de las Naciones Originarias de nuestro continente Abya Yala [las Americas], hemos sido testigos por muchos años de los múltiples atropellos y violación de los derechos humanos, colectivos y territoriales de los pueblos originarios del Cauca. A su vez, exigimos la liberación inmediata del defensor del territorio y la vida, el indígena Feliciano Valencia, miembro de Consejo Regional Indígena del Cauca-CRIC, quien fue detenido el pasado martes 15 de septiembre en el municipio de Santander de Quilichao, departamento del Cauca (suroeste de Colombia) tras recibir una condena en segunda instancia de 28 años de cárcel, acusado de un supuesto secuestro de un militar ocurrido en Territorio de Convivencia Dialogo y Negociacion, La María, Piendamó (Cauca) en octubre de 2008.

Según la Fiscalía, el militar, adscrito a un batallón de contraguerrilla, fue retenido más de 14 horas y sometido a tratos inhumanos hasta que fue liberado por mediación de la Procuraduría.

De acuerdo a informaciones oficiales, Feliciano Valencia había sido absuelto en primera instancia en marzo este año, un fallo que fue apelado por la Fiscalía y revocado ahora por el Tribunal Superior del Cauca.

Somos conscientes que este hecho, no ayudará en nada a continuar el camino hacia la paz en Colombia, por el contrario crea desconfianza e incertidumbre por la falta de garantías del derecho a la autodeterminación de los pueblos.

Desde este escenario internacional de los pueblo indígenas del Abya Yala, exigimos al gobierno colombiano que cumpla su palabra. No puede seguir hablando de paz y a la vez criminalizando la organización social y la lucha pacífica de los pueblos, persiguiéndonos peor que a los verdaderos criminales y delincuentes de este país.

Nos unimos a la exigencia de miles de voces en el mundo que claman la libertad inmediata de nuestro hermano Feliciano Valencia y de todas y todos quienes se encuentran injustamente encarcelados por hacer parte de las movilizaciones y paros agrarios que han organizado, porque tenemos argumentos y derecho de realizarlos.

Finalmente, estaremos atentos en el seguimiento de este caso, hasta que le devuelvan la libertad a Feliciano Valencia. Este hecho, se hará conocer a su Santida Francisco, en el marco de nuestra agenda de esta Comisión Continental Abya Yala de DESMANTELAMIENTO de la DOCTRINA de DESCUBRIMIENTO, que secciona en el Territorio Lenape , Philadelphia, Pennsylvania, Estados Unidos del 22 al 26 de septiembre del 2015.

En solidaridad y en pie de dignidad humana junto a todos los pueblos originarios del continente Abya Yala [América] desde el norte, centro y sur de nuestro continente manifestamos nuestra más enérgica protesta ante la canonización de Junípero Cerna quien fundó las misiones para imponer la cristianidad con el propósito de aniquilar la cultura y la espiritualidad de los pueblos originarios.

Igualmente condenamos el doble discurso y la doble moral con que actúa el Papa Francisco cuando llega investido como el máximo jerarca de la Iglesia, pidiendo perdón por los abusos cometidos durante la Invasión, la colonización y la imposición de fronteras territoriales, políticas y económicas en nuestro continente y de paso canoniza uno de los responsables de imponer las bulas papales que atentaron contra la humanidad de nuestros ancestros.

Manifestada nuestra inconformidad con los hechos dados el día de hoy durante la visita papal creemos importante recordar a nuestra gente que no pierda la memoria de su pasado así mismo luchemos juntos para revertir el adoctrinamiento del vaticano que nos invita a cerrar los ojos abrazando la cruz y la biblia mientras ellos saquean la riqueza de nuestros pueblos.

Papa Francisco debe rescindir "La Doctrina del Descubrimiento"

Como el Papa Francisco se prepara para venir a Filadelfia, Pennsylvania este mes para el 2015 Encuentro Mundial de la Familia, el primer pontífice quien es del llamado Nuevo Mundo tiene la atención de los Pueblos Indígenas.  Ellos tienen la esperanza de que por fin hay un líder de la Santa Sede que entiende el papel de la Iglesia Católica en la devastación visitado a los pueblos indígenas en los cinco siglos desde que los europeos primero navegaron por el Atlántico en una misión de conquista y evangelización. 

"Humildemente pido perdón, no sólo por los delitos de la misma Iglesia, sino también por los crímenes cometidos contra los pueblos nativos durante la llamada conquista de América", dijo el Papa este verano durante una misa en Bolivia.

El Papa no se limitó a culpar a los conquistadores para la campaña genocida de sometimiento, las masacres, el hambre, el desplazamiento y la enfermedad.  Él correctamente puso culpa a la iglesia misma para proporcionar la justificación espiritual y legal para esos crímenes.  Pero el Papa no llegó a el paso más importante que puede tomar para curar las heridas que siguen supurando más de 500 años después de que comenzara esa llamada "conquista".  No renuncio, ni revoco la Doctrina del Descubrimiento.

Raiz de la Impunidad

La serie de proclamaciones papales del siglo 15a que forman la Doctrina dirigió a los exploradores europeos que las tierras no ocupadas por los Cristianos eran territorios que se consideran vacías y mando aprovecharlas en el nombre de sus soberanos cristianos como "descubiertos". 

Instamos a Francisco para escuchar a los líderes de las religiones del mundo, incluidos los Cuáqueros de Filadefia, quienes se beneficiaron de establecimiento de una colonia a lo largo de las orillas del Rio Delaware por William Penn, en tierras de la Nación Lenape, en una Carta Real del año 1681 que remonta su legitimidad a la Doctrina de Descubrimiento.

"La Doctrina del Descubrimiento fue la justificación de los monarcas europeos a enviar representantes reales, exploradores y colonizadores adelante de una manera de conquistar a hacerse cargo de las tierras y posesiones indígenas, y para esclavizar, matar, o someter a los pueblos indígenas que encontraron", el Anual Reunión del Comité Indio de Cuáqueros de Philadelphia declaró en 2010.  "Para nosotros continuar a guardar silencio sería equivalente a nuestro dar continuar la aprobación de estos actos abusivos de robo y genocidio cultural".

Los Cuáqueros se unieron a la Convención Episcopal y el Consejo Mundial de Iglesias para pedir a la Santa Sede para rescindir la doctrina.

Voces católicas están hablando también. La Conferencia de Liderazgo de Mujeres Religiosas, una asociación de monjas, ha pedido al Papa "para guiarnos en repudiar formalmente el período de la historia cristiana que utiliza la religión para justificar la violencia política y personal contra las naciones y pueblos indígenas y su patrimonio cultural, religioso y identidades territoriales ".

La Conferencia de Liderazgo instó al Papa a "emitir una declaración pastoral a los tribunales de las naciones de colonos, instándoles a cambiar aquellos elementos de sus leyes que derivan de estas bulas papales y que a los pueblos indígenas de daños incluso a día de hoy."

Las hermanas son correctos, a pesar de las protestas por el nuncio papal en las Naciones Unidas que la Doctrina es meramente una reliquia de la historia antigua.

Tan recientemente como en 2005, en un caso que rechazó el reclamo de la Nación Oneida a territorio al norte del estado de Nueva York que le había pertenecido a la misma en virtud de tratados con Estados Unidos, la Jueza Ruth Bader Ginsburg de la Corte Suprema escribió: "Bajo la Doctrina del Descubrimiento ... título de propiedad a la tierra ocupado por los indios cuando los colonos europeos llegaron se convirtió investida en el soberano, siendo la primera nación cristiana europea a descubrirlo y más tarde los 13 Estados originales y luego los Estados Unidos". 

Está claro que se quedó fuera de la ecuación: los Pueblos Originarios que habían vivido en su propios territorios del continente durante miles de años antes de la llegada de los europeos.

Es por ello que los pueblos indígenas de todo el Continente de Abya Yala, el Hemisferio Occidental [las Americas] se reunirán el 24 de septiembre, el día antes de la llegada del Papa, en el centro de Filadelfia.  Esta reunión será un llamamiento a la Comité Especial de la ONU sobre Descolonización para enfrentar el legado de la Doctrina en las Américas y pedir al Papa para rescindirlo.  Esperamos que el arzobispo Charles J. Chaput, el hijo de una madre Potawatomi y el único obispo nativo americano en la Iglesia, se unirá a la convocatoria universal de la justicia.

La reunión también será una afirmación del Espíritu de Libre Determinación de la nacionalidad indígena. No importa lo duro que los conquistadores trataron de eliminar la cultura y los pueblos originarios durante los siglos, siguen siendo testigos fuertes y orgullosos de la historia y las exigencias de la justicia universal.

Los males de la globalización tan ampliamente debatido en el siglo 21 comenzaron con los pueblos indígenas en la 15ta, con la fusión impía de los invasores europeos con su pogromo de la explotación económica y la justificación evangélica.  Los Pueblos Originarios , llamados por la historia y la fe para sanar la Madre Tierra, no pueden hacerlo en este continente, mientras siempre y cuando la Doctrina sigue siendo un patógeno social que infecta el mundo.

El primer Papa de las Américas debe completar su misión de crear un verdadero nuevo mundo.  Es el momento de rescindir, renunciar, y desmantelar la Doctrina del Descubrimiento.

DESMANTELAMIENTO DE LA DOCTRINA DEL DESCUBRIMENTO

La pregunta ya no es si la Doctrina del Descubrimiento tal como todavía se está perpetuado en la política y la práctica en todo el hemisferio es válida. Esa pregunta ha sido contestada, definitivamente y por último. No hay presentación moral, legal o cultural que puede legítimamente argumentar que la teoría del Derecho Divino de Reyes, que dio partir a la Doctrina del Descubrimiento por la Cristiandad, puede contener alguna validez en una sociedad democrática.  Lo que está en cuestión ahora es,  ¿De qué lado de la historia estaremos cada uno de nosotros como individuos, como familias, como comunidades, como naciones y como Seres Humanos?  ¿Vamos a ponernos de pie en un levantamiento cultural continental para DESMANTELAR LA DOCTRINA DEL DESCUBRIMENTO, o vamos a cumplir con los regímenes deshumanizadores sancionados estatalmente de genocidio y colonización que siguen apoyando las reliquias racistas y patógenos psicológicos del proyecto Europeo Americano de colonización conocido como América?

Philadelphia Inquirer: Pope should rescind 'Doctrine of Discovery'

As Pope Francis prepares to come to Philadelphia this month for the 2015 World Meeting of Families, the first pontiff from the so-called New World has the attention of indigenous peoples. They hope that finally there is a leader of the Holy See who understands the Catholic Church's role in the devastation visited upon native peoples in the five centuries since Europeans first sailed across the Atlantic on a mission of conquest and evangelization.

"I humbly ask forgiveness, not only for the offenses of the church herself, but also for the crimes committed against the native peoples during the so-called conquest of America," the pope said this summer during a Mass in Bolivia.

The pope did not just place blame on conquistadores for the genocidal campaign of subjugation, massacres, starvation, displacement, and disease. He properly put blame on the church itself for providing the spiritual and legal justification for those crimes. But the pope stopped short of the most important step he can take to heal wounds that continue to fester more than 500 years after that conquest began. He did not renounce and rescind the Doctrine of Discovery.

The series of 15th-century papal proclamations that form the doctrine directed European explorers who "discovered" lands unoccupied by Christians to consider them empty and seize them in the name of their sovereigns.

We urge Pope Francis to listen to the leaders of world religions, including the Quakers, who benefited from William Penn's establishment of a colony along the banks of the Delaware, on land of the Lenape Nation, under a 1681 royal charter that traces its legitimacy to the doctrine.

"The Discovery Doctrine was the justification of European monarchs to send royal representatives, explorers, and colonizers forth in a conquering manner to take over indigenous lands and possessions, and to enslave, kill, or subject the indigenous peoples they encountered," the Philadelphia Yearly Meeting's Indian Committee declared in 2010. "For us to continue to remain silent would be tantamount to our giving continuing approval to these abusive acts of theft and cultural genocide."

The Quakers joined the Episcopal Convention and the World Council of Churches in calling on the Holy See to rescind the doctrine.

Catholic voices are speaking out as well. The Leadership Conference of Women Religious, an association of nuns, has called on the pope "to lead us in formally repudiating the period of Christian history that used religion to justify political and personal violence against indigenous nations and peoples and their cultural, religious, and territorial identities."

The Leadership Conference urged the pope to "issue a pastoral statement to the courts of settler nations, urging them to change those elements of their laws that derived from these papal bulls and that harm indigenous peoples even to this day."

The sisters are correct, despite protestations by the papal nuncio at the United Nations that the doctrine is merely ancient history.

As recently as 2005, in a case rejecting the Oneida nation's claims to upstate New York land that had belonged to it under treaties with the United States, Justice Ruth Bader Ginsburg wrote, "Under the Doctrine of Discovery ... fee title to the land occupied by Indians when the colonists arrived became vested in the sovereign - first the discovering European nation and later the original States and the United States."

It is clear who was left out of that equation: the people who had lived here for millennia before the Europeans' arrival.

That is why indigenous peoples from around the Western Hemisphere will converge on Sept. 24, the day before the pope's arrival, in downtown Philadelphia. This gathering will call on the U.N. Special Committee on Decolonization to confront the doctrine's legacy in the Americas and ask the pope to rescind it. We hope that Archbishop Charles J. Chaput, the son of a Potawatomi mother and the only Native American bishop in the Church, will join the call for justice.

The gathering will also be an affirmation of indigenous nationhood. No matter how hard the conquerors tried to eliminate indigenous culture and peoples over the centuries, they remain strong and proud witnesses to history and the demands of justice.

The ills of globalization so widely debated in the 21st century began for indigenous peoples in the 15th, with European invaders' unholy merger of economic exploitation and evangelical justification. Indigenous peoples, called by history and belief to heal the Earth, cannot do so on this continent so long as the doctrine remains a pathogen infecting the world.

The first pope from the Americas must complete his mission to create a true new world. It is time to rescind, renounce, and dismantle the Doctrine of Discovery.
