Urgent Appeal of the Mapuche Nation to the Leaders of the
Indigenous Peoples of the Continent Abya Yala facing the COVID-19 Virus and
Subsequent Government Measures.
1.- Given the advance of Covid-19 and the lack of an
effective response from the scientific world and from the health authorities of
the different governments (of Latin America and the Caribbean), the Mapuche Nation
makes an urgent call to all the leaders of Indigenous Peoples to establish
active coordination and communication in order to exchange useful information
to prevent and, if possible, remedy the spread of Covid-19 in the communities
of Indigenous Peoples.
2.- We recommend that such exchange of information,
communication and prevention be carried out via Skype. Where each interested
party must previously communicate their willingness to participate in an
interactive dialogue. We propose to start this dialogue on Wednesday April 1,
the specific time we can determine together with those who will participate. We
ask to communicate in advance.
3.- We recall that Indigenous Peoples wherever they may be
and regardless of the institutional relationship with the States, possess the
right of "self-determination". By virtue of this right we can make
decisions, demand compliance with certain external actions of the States in our
lands and territory and that affect the lives of peoples. However, this right
is not being respected by government authorities in the context of the Covid-19
pandemic. As we are the holders of this right that we must demand their respect
and fulfillment.
4.- It should be emphasized that Indigenous Peoples have
been exposed to contagions brought by the “Conquistadores” and other foreigners
and the damage caused has never been repaired. We consider this an opportunity
to demand real knowledge of the origins of the Covid-19 in order to repair the
damages done. We must demand the international criminal responsibility of those
who spread the Covid-19, who did not take due precautions, nor did they warn
the international community of the seriousness of the situation in order to
take the necessary safeguards.
5.- The Indigenous peoples have an ancient Medical System
that has fully resolved and dealt with the health situations that have arisen
within the community, however, it would be necessary to know if any indigenous
medical system could attend to this serious external pandemic.
We are also aware that biotechnology, genetic engineering
and pharmaceuticals have become a real threat to Indigenous Peoples.

Llamado Urgente del Pueblo Mapuche a los Líderes de los
Pueblos Indígenas del Continente Abya Yala ante el COVID-19 y las Medidas
Gubernamentales.
1.- Ante el avance del Covid-19 y la falta de una respuesta
efectiva del mundo científico y de parte de las autoridades sanitarias de los
distintos gobiernos (de América Latina y el Caribe) los Mapuche hacemos un
llamado urgente a todos los líderes de los Pueblos Indígenas a establecer una
activa coordinación y comunicación con el objeto de intercambiar información
útil para prevenir y en lo posible remediar el contagio del Covid-19 en las
comunidades de los pueblos indígenas.
2.- Recomendamos que dicho intercambio de información,
comunicación y prevención lo efectuemos vía Skype. En donde cada interesado
deberá comunicar previamente su disposición para participar de un dialogo
interactivo. Proponemos iniciar este dialogo el día miércoles 01 de abril, la
hora especifica lo podemos determinar conjuntamente con quienes participaran.
Pedimos comunicarse previamente.
3.- Recordamos que los Pueblos Indígenas en donde quiera que
se encuentren e independientemente de la relación institucional con los
Estados, disponemos del derecho a la “libre determinación”. En virtud de este
derecho podemos tomar decisiones, exigir el cumplimiento de determinadas
acciones externas de los Estados en nuestras tierras y territorio y que afecten
las vidas de las personas. Sin embargo, este derecho no se está respetando de
parte de las autoridades gubernamentales en el contexto de la pandemia del
Covid-19. Y somos nosotros los titulares de éste derecho que debemos exigir su
respeto y cumplimiento.
4.- Cabe subrayar que los Pueblos Indígenas, hemos sido
objeto de contagios con los conquistadores y los foráneos y nunca se ha
reparado el daño causado. Consideramos que esta es una oportunidad para exigir
el conocimiento real del origen del Covid-19 con el objeto de reparar el daño.
Debemos exigir la responsabilidad criminal internacional de quienes propagaron
el Covid-19, quienes no tomaron las debidas precauciones, tampoco advirtieron a
la comunidad internacional de la gravedad de los hechos para tomar los
resguardos necesarios.
5.- Los pueblos indígenas disponemos de un Sistema Médico
milenario que, ha resuelto y atendido de manera íntegra las situaciones que se
han generado intracomunitariamente, sin embargo, habría que conocer si algún
sistema médico indígena podría atender esta grave pandemia externa.
Estamos también conscientes que, la biotecnología, la
ingeniera genética y las farmacéuticas, se han convertido en una verdadera
amenaza para los Pueblos Indígenas.
